Project Goals and Objectives

Community values, coupled with technical considerations, such as design, speed, aesthetics, lighting, signage, and other factors have informed the plan for completion of the established corridor vision.  Community values expressed by Town residents have also been used when communicating with neighboring property owners and stakeholders, such as Lewis Palmer High School at the intersection with Higby Road.

Goals and objectives include:

  • Maintain a small-town feel with consistency as that of the south segment

  • Assure a safe and aesthetically-pleasing design that requires minimal maintenance

  • Incorporating input from stakeholders

The Town of Monument, El Paso County, Triview Metropolitan District, and Colorado Department of Transportation, along with private developers and others, are coordinating their projects to best limit disruption to residents and commuters during construction within this critical corridor.

The plan takes into account the entire corridor including access to existing and future land development along both sides of Jackson Creek Parkway. The existing roadway design previously completed south of Higby Road to Baptist Road is being considered as a base model for design of the segment north of Higby Road, but may include some modifications to accommodate development and input from stakeholders.

The design will further develop roadway geometry that addresses functionality, slope stability, drainage, wider shoulders, aesthetics, and the requirements for utilizing Federal Funding (such as the federal requirement to include bike lanes) to design and construct the project. Corridor widening will impact existing and proposed utilities, intersection access, safety, corridor mobility, Highway 105 mobility, and water quality.

Project Description

Jackson Creek Parkway is a priority roadway for the Town of Monument with development needs at both ends of the corridor.  The goal of the widening project is to develop a comprehensive corridor plan and design that best serves the community, existing development, and future planned development that completes the established corridor vision, and includes “gateway” elements.
